The Transnet Rail Infrastructure Manager (TRIM) is inviting private companies to bid to lease, develop and operate three station facilities in the Western Cape for a minimum lease period of ten years.

The request for proposals (RFP) covers what TRIM describes as ‘Phase 1 of its Station Leasing Programme in the Western Region’ and involves the Dal Josafat, Huguenot and Bitterfontein station sites.

The programme includes the leasing and commercialisation of bundled station assets such as land, warehouses, retail buildings, goods sheds and office facilities.

Successful bidders will be required to undertake refurbishments, upgrades, maintenance and operational improvements within the station precincts.

Operational rail infrastructure and rail operations assets inside or adjacent to the station have been excluded from the scope of the lease, which TRIM says does not confer any rights or obligations relating to rail operations, rail capacity, or slot allocations.

However, rail will remain the preferred mode of transport in the precincts and bidders need to ensure that rail has first right of refusal in any market opportunities.

CEO Moshe Motlohi says the programme demonstrates TRIM’s commitment to transparent, market-based access to strategic rail assets and to private sector participation aimed at improving service delivery and unlocking long-term economic value.

The RFP bid submission deadline is June 23.
